What is an NPC Ratio?

Members of NERO Ohio and NERO West Virginia get discounts for maintaining a good NPC Ratio.  In order to receive this discount, the player must NPC at least one-third of the time.  Any player whose NPC Ratio is 33% or higher will receive a discount of five dollars per game day when they PC.
